{"id":15515,"date":"2018-08-16T11:15:45","date_gmt":"2018-08-16T11:15:45","guid":{"rendered":"https:\/\/www.alj.com\/en\/?post_type=perspective&#038;p=15515"},"modified":"2022-03-21T08:20:03","modified_gmt":"2022-03-21T08:20:03","slug":"saudi-arabia-ready-lead-world-smart-city-development","status":"publish","type":"perspective","link":"https:\/\/alj.com\/en\/perspective\/saudi-arabia-ready-lead-world-smart-city-development\/","title":{"rendered":"Saudi Arabia: ready to lead the world in smart city development?"},"content":{"rendered":"<p><em>As the Saudi Arabian government pushes ahead with is stunning plans for a new \u2018smart city\u2019 called <\/em><a href=\"http:\/\/www.neom.com\/\"><em>Neom<\/em><\/a><em>, the most advanced city on the planet, Abdul Latif Jameel assesses the future of smart cities: what are they, how do they work, what are the theories behind them, and why are they so important for our future health \u2013 both economically and physically?<\/em><\/p>\n<h2>Introduction<img decoding=\"async\" loading=\"lazy\" class=\"alignright wp-image-15549 size-full\" src=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/London-1.jpg\" alt=\"Case Study for London\" width=\"247\" height=\"574\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/London-1.jpg 247w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/London-1-65x150.jpg 65w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/London-1-129x300.jpg 129w\" sizes=\"(max-width: 247px) 100vw, 247px\" \/><\/h2>\n<p>The human population is growing faster than at any time in history.\u00a0 In 1960, the global population stood at a little more than three billion.\u00a0 Today, the figure has skyrocketed.\u00a0 The <a href=\"http:\/\/www.worldbank.org\">World Bank<\/a> puts the 2016 population at 7.44 billion \u2013 a rise of almost 146% in just 56 years.\u00a0 In Saudi Arabia, the figures are even more startling.\u00a0 In 1960, the country\u2019s population was 4.09 million.\u00a0 By 2016, it had reached 32.28 million \u2013 an increase of 689% over the same 56-year period<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>.<\/p>\n<p>With these rises comes a dramatic rise in demand on resources, from food and water through to energy, space, and clean air.\u00a0 Around the world, cities that were designed for yesterday\u2019s populations, using yesterday\u2019s technologies, are beginning to buckle under the strain of meeting the needs of today\u2019s never-envisaged populations.\u00a0<\/p>\n<p>The challenge is increasing at a frightening pace. According to the Swiss-based international standards agency, International Electrotechnical Commission (<a href=\"http:\/\/www.iec.ch\/\">IEC<\/a>), <em>\u201cevery day, urban areas grow by almost 150,000 people, either due to migration or births<a href=\"#_ftn2\" name=\"_ftnref2\"><strong>[2]<\/strong><\/a>\u201d.<\/em>\u00a0<\/p>\n<h2>Challenges of urban population growth<\/h2>\n<p>Facing a population growth on such an astonishing scale, cities face three sustainability challenges:<\/p>\n<ol>\n<li>Economic, in terms of providing citizens with the capacity to develop their economic potential<\/li>\n<li>Social, where opportunities, stability and security combine to affect the quality of life<\/li>\n<li>Environmental, either of the city\u2019s own making or through weather or geological events<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>.<\/li>\n<\/ol>\n<p>A closer look at just one of these challenges \u2013 the environment \u2013 outlines the size of the task confronting cities around the world.\u00a0 According to the World Health Organization\u2019s Global Health Observatory (<a href=\"http:\/\/www.who.int\/gho\/en\/\">WHOGHO<\/a>), ambient air pollution contributes to 5.4% of all deaths<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a>.\u00a0 Currently, 92% of the world\u2019s population lives in places where air quality exceeds WHO guideline limits<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>.<\/p>\n<p>In economic terms, the World Bank estimates that 75% of future GDP growth around the world will come from cities and towns<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>. \u00a0The UN says that for all countries, urbanization is driving economic growth, with higher per capita incomes and higher productivity being outcomes of urbanization and the process of economic agglomeration<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>.\u00a0 However, the pressure to fulfil these expectations and deliver increased living conditions will only rise.<\/p>\n<p>Solving the environmental challenge, while at the same time unleashing a city\u2019s economic potential and delivering social justice, is a monumental test for authorities everywhere. \u00a0<\/p>\n<p>It is a test that many are currently failing.\u00a0<\/p>\n<p>Could the solution to these problems lie in the conception, development and advance of new smart cities?\u00a0<\/p>\n<h2>Realizing the Saudi potential<\/h2>\n<p>In its Vision 2030 national development plan, the Saudi Arabian government sets out its ambition to have three Saudi cities recognized in the top-ranked 100 cities in the world<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a>.\u00a0 It also states:<\/p>\n<p><em><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-15516 alignleft\" src=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Vision-2030-300x204.png\" alt=\"Vision 2030\" width=\"300\" height=\"204\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Vision-2030-300x204.png 300w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Vision-2030-150x102.png 150w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Vision-2030.png 424w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>\u201cTo ensure we can continue to enhance the quality of life for all and meet the needs and requirements of our citizens, we will continue to ensure high quality services such as water, electricity, public transport and roads are properly provided.\u00a0 Open and landscaped areas will also be developed further, to meet the recreational needs of individuals and families.\u201d<\/em><\/p>\n<p>Saudi Arabia is certainly well located for the creation of a new global city, sitting at the crossroads of three continents \u2013 Asia, Europe and Africa \u2013 and with half the world\u2019s population accessible within a five-hour flight<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a>.\u00a0 The country is already a key state in the MENAT region, and its stock market, Tadawul, is the dominant market in the GCC with a market capitalization of US$ 466 billion.<\/p>\n<p>Alongside its economic strength, Saudi Arabia also benefits from a young, tech-savvy population.\u00a0 Its changing demographics \u2013 about half of the population is aged under 25<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a> \u2013 complement the reforming drive of Crown Prince Mohammed bin Salman.\u00a0 A nationwide push to deliver economic diversification, in line with the ambitions of Vision 2030, is being powered by the country\u2019s rising education levels.\u00a0 And across rail, sea and air, investment in Saudi Arabia\u2019s infrastructure has never been higher.<\/p>\n<p>Beacon projects include the US$ 7.2 billion expansion of King Abdulaziz International Airport (KAIA) at Jeddah, the US$ 5 billion development of King Abdullah Port close to King Abdullah Economic City\u2019s Industrial Valley, plus the plans of Saudi Arabia General Investment Authority (SAGIA) to invest more than US$ 141 billion on rail, metro and bus projects by 2024. These include high-speed rail links between Madinah and Mecca via King Abdullah Economic City, King Abdulaziz International Airport and Jeddah, and the Riyadh metro project.<\/p>\n<p>Against this background of vision and progress, smart cities could be the logical, innovative next step in terms of creating environments that help address the challenges of our growing urban communities, rather than adding to them.<\/p>\n<h2>What are smart cities?<\/h2>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-15518 size-full alignleft\" src=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Seoul-1.jpg\" alt=\"Case Study for Seoul\" width=\"245\" height=\"803\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Seoul-1.jpg 245w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Seoul-1-46x150.jpg 46w\" sizes=\"(max-width: 245px) 100vw, 245px\" \/>Smart cities are new cities specifically designed and built to capitalize on the full potential of technology to both address difficult issues traditionally associated with large urban development, including sustainability, congestion, transport and energy use, while at the same time improving the quality of life for inhabitants through benefits such as quicker access to healthcare, more integrated transport and less pollution<a href=\"#_ftn11\" name=\"_ftnref11\"><sup>[11]<\/sup><\/a>.<\/p>\n<p>Precisely defining a smart city is difficult.\u00a0 The Smart Cities Council, a network of leading companies advised by top universities, laboratories and standards bodies, says: <em>\u201cThe smart city sector is still in the \u2018I know it when I see it\u2019 phase, without a universally agreed definition.\u201d<a href=\"#_ftn12\" name=\"_ftnref12\"><strong>[12]<\/strong><\/a><\/em><\/p>\n<p>However, common strands apply across all of the world\u2019s current smart cities.\u00a0 They share, according to a UK government smart cities report, <em>a \u201cprocess, or series of steps, by which cities become more \u2018livable\u2019 and resilient and, hence, able to respond quicker to new challenges.\u201d<a href=\"#_ftn13\" name=\"_ftnref13\"><strong>[13]<\/strong><\/a><\/em>\u00a0<\/p>\n<p>The same report suggests that smart cities bring together hard infrastructure, social capital including local skills and community institutions, and (digital) technologies to fuel sustainable economic development and provide an attractive environment for all.<\/p>\n<p>Similarly, an IBM smart cities report says that:<\/p>\n<p><em>\u201cCognitive computing and its capacity for building citizen engagement introduce fresh opportunities for government organizations to improve citizens&#8217; lives and the business environment, deliver personalized experiences, and optimize program and service outcomes.\u201d<\/em> <a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a><\/p>\n<p>Whatever definition is given to a smart city, one core element is crucial: technology. The Smart Cities Council defines a smart city <em>\u201cas one that has digital technology embedded across all city functions.\u201d<a href=\"#_ftn15\" name=\"_ftnref15\"><strong>[15]<\/strong><\/a> <\/em><\/p>\n<p>As processing power continues to increase at an exponential rate, and artificial intelligence, big data, cloud computing, and the Internet of Things reshape our lives, smart cities aim to harness these tools to transform their ability to meet the demands of 21<sup>st<\/sup> Century living.<\/p>\n<h2>Smart city ideas in practice<\/h2>\n<p>Elements of these theories have already been put into practice in several cities.\u00a0 In London, for example, the use of the SCOOT traffic system, where an online computer monitors live traffic flows from 15,000 detectors and optimizes signal timings across traffic lights, has reduced delays in the UK capital by 12%<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a>.\u00a0 The same system is now used in more than 250 towns and cities across the country.<\/p>\n<p>Singapore, meanwhile, was ranked top in all four categories \u2013 mobility, health, safety and productivity \u2013 used in Juniper Research\u2019s Top 20 Global City Performance Index 2017<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a>.\u00a0 A significant part of Singapore\u2019s success is due to its holistic approach to becoming a world-leading smart city.<\/p>\n<p>It has introduced smart technology to improve the flow of traffic while simultaneously using government policy to reduce the number of vehicles on its roads<a href=\"#_ftn18\" name=\"_ftnref18\">[18]<\/a>. \u00a0It has also trialed smart video surveillance to detect criminal activity and used digital service platforms and remote monitoring devices to increase, and improve, access to healthcare, particularly among its older citizens.<\/p>\n<p>Around the world, the concept of smart cities is gathering traction.\u00a0 Urban planners have long advanced the benefits of smart cities and, increasingly, they are finding common allies in local and national governments.\u00a0 As technological advances are uncovered, smart city frameworks are solidified, and investments secured, smart cities are expected to become the new standard for urban living around the world.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-15520 size-full\" src=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Smart-Cities-2.jpg\" alt=\"Smart City\" width=\"660\" height=\"343\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Smart-Cities-2.jpg 660w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Smart-Cities-2-150x78.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Smart-Cities-2-300x156.jpg 300w\" sizes=\"(max-width: 660px) 100vw, 660px\" \/><\/p>\n<p>These new smart cities are likely to be powered, in large part, by seven technologies that The World Bank believes will disrupt and transform how cities deliver services to their citizens<a href=\"#_ftn19\" name=\"_ftnref19\">[19]<\/a>. \u00a0These seven technologies are:<\/p>\n<ol>\n<li><strong>5G mobile networks<\/strong>, which are expected to be up to 60 times quicker than 4G networks and available by 2020.<\/li>\n<li><strong>Blockchain<\/strong>, a financial technology that allows transactions to do away with intermediaries like stock exchanges that currently function as guarantors of a transaction<a href=\"#_ftn20\" name=\"_ftnref20\">[20]<\/a>.<\/li>\n<li><strong>Artificial intelligence<\/strong>, which is already being used by Hong Kong, Shanghai, Sydney and New York to deliver smart parking and increased energy efficiency in buildings.<\/li>\n<li><strong>Autonomous vehicles<\/strong>, which are set to have an enormous impact in the coming decades. Research has suggested autonomous taxis and rapid inter-urban rail systems could combine to reduce the numbers of cars in a city by up to 90%.<a href=\"#_ftn21\" name=\"_ftnref21\">[21]<\/a><\/li>\n<li><strong>Low-cost space exploration and micro-satellites<\/strong>, which will be the key element in powering the 20 billion connected things research firm Gartner expects to be in use by 2020.<a href=\"#_ftn22\" name=\"_ftnref22\">[22]<\/a><\/li>\n<li><strong>Biometrics<\/strong>, which could rapidly increase the number of people around the world who are able to prove their identity, thereby reducing fraud, waste and corruption.<\/li>\n<li><strong>Drones<\/strong>, which when paired with artificial intelligence, could soon perform everything from parcel deliveries to hazardous jobs, such as maintenance checks on rooftops or towers<\/li>\n<\/ol>\n<p>The ongoing challenges of urban living are already being considered across the Middle East, with Saudi Arabia playing a particularly prominent role.\u00a0<\/p>\n<p>In May 2018, it hosted The First International Conference on Humanizing Cities at Taibah University in Madinah.\u00a0 The conference was designed to look <em>\u201cat modern ways to develop public places, city centers and neighborhoods to improve urban spaces and the quality of urban life, so that cities are more friendly and comfortable places to live<a href=\"#_ftn23\" name=\"_ftnref23\"><strong>[23]<\/strong><\/a>.\u201d<\/em>\u00a0<\/p>\n<p>Leading experts and academics from around the world flew to Saudi Arabia to take part in the conference.\u00a0 In the light of the NEOM announcement just seven months beforehand, it is not hard to see why.<\/p>\n<h2>Introducing NEOM \u2013 a Saudi smart city to lead the world<\/h2>\n<p>As Saudi Arabia pushes forward with its economic diversification and modernization program, one major project has attracted attention like few others. I<img decoding=\"async\" loading=\"lazy\" class=\"alignright wp-image-15522 size-medium\" src=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Saudi-Map-300x225.png\" alt=\"Saudi Arabia New Mega City\" width=\"300\" height=\"225\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Saudi-Map-300x225.png 300w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Saudi-Map-150x113.png 150w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Saudi-Map-768x576.png 768w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Saudi-Map.png 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>n October 2017, Crown Prince Mohammed bin Salman unveiled the country\u2019s plans for the construction of NEOM \u2013 the world\u2019s ultimate smart city.<\/p>\n<p>Built on a 10,230 square mile plot stretching across Saudi Arabia, Jordan and Egypt (a site big enough to hold 37 Singapores<a href=\"#_ftn24\" name=\"_ftnref24\">[24]<\/a>), NEOM will provide a hi-tech hub for the world\u2019s fastest-growing industries.\u00a0 Its strategic location is designed to take advantage of trade routes on the Red Sea, Gulf of Aqaba, and Suez Canal, while a new bridge \u2013 the King Salman Bridge \u2013 will create a direct link between Saudi Arabia and Egypt.<\/p>\n<p>Even in its name, NEOM makes no secret of its ambitions: it is derived from <em>neo<\/em>, the Greek word for \u2018new\u2019, and <em>mostaqbal<\/em>, the Arabic term for \u2018future\u2019.<\/p>\n<p>In June 2017 Klaus Kleinfeld, the former CEO of Siemens, was installed as NEOM CEO.\u00a0 He is credited with giving the project significant momentum before handing over to Nadhmi Al-Nasr in July 2018.<\/p>\n<p><em>\u201cWe will build the city from scratch,\u201d<\/em> said Crown Prince Mohammed bin Salman.\u00a0 <em>\u201cIt will be drone-friendly and a center for the development of robotics.\u00a0 We want to create something different.\u00a0 NEOM is a place for dreamers who want to create something new in the world, something extraordinary<a href=\"#_ftn25\" name=\"_ftnref25\"><strong>[25]<\/strong><\/a>.\u201d<\/em><\/p>\n<p><strong>\u00a0<\/strong>Backed by US$ 500 billion from Saudi Arabia\u2019s Public Investment Fund and a range of international investors, the city is one of the key planks of Saudi Arabia\u2019s strategy to diversify its economy.\u00a0 The city will focus on nine industries:<\/p>\n<ol>\n<li>Energy and water<\/li>\n<li>Mobility<\/li>\n<li>Biotech<\/li>\n<li>Food<\/li>\n<li>Advanced manufacturing<\/li>\n<li>Media and media production<\/li>\n<li>Entertainment<\/li>\n<li>Technological and digital services<\/li>\n<li>Living (housing, educating, healthcare, etc.)<\/li>\n<\/ol>\n<p>By increasing Saudi Arabia\u2019s strength in these nine sectors, official estimates suggest that NEOM can potentially contribute US$ 100 billion to Saudi Arabia\u2019s GDP by 2030, while its per-capita GDP will become the highest in the world<a href=\"#_ftn26\" name=\"_ftnref26\">[26]<\/a> \u2013 thanks in part to the use of robots and automation to eliminate repetitive jobs currently completed by low-skilled human workers<a href=\"#_ftn27\" name=\"_ftnref27\">[27]<\/a>.<\/p>\n<p>In a statement at the unveiling of NEOM, Crown Prince Mohammed bin Salman gave more detail about the way this futuristic smart city \u2013 which will be accessible by 70% of the world\u2019s population in less than eight hours \u2013 will operate. \u00a0He said<a href=\"#_ftn28\" name=\"_ftnref28\">[28]<\/a>:<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-15523 alignleft\" src=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Crown-Prince-Mohammed.jpg\" alt=\"Crown Prince Mohammed bin Salman\" width=\"183\" height=\"275\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Crown-Prince-Mohammed.jpg 183w, https:\/\/media.alj.com\/app\/uploads\/2018\/08\/Crown-Prince-Mohammed-100x150.jpg 100w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/>\u201c<em>Future technologies form the cornerstone for NEOM\u2019s development: disruptive solutions for transportation from automated driving to passenger drones, new ways of growing and processing food, healthcare centered around the patient for their holistic well-being, wireless high speed internet as a free good called \u2018digital air\u2019, free world-class continuous online education, full scale e-governance putting city services at your fingertips, building codes that make net-zero carbon houses the standard, a city layout that encourages walking and bicycling and all solely powered by renewable energy just to name a few.\u00a0 <\/em><\/p>\n<p><em>\u00a0<\/em><em>All of this will allow for a new way of life to emerge that takes into account the ambitions and outlooks of humankind paired with best future technologies and outstanding economic prospects<\/em>.\u201d<\/p>\n<h2>\u00a0<\/h2>\n<h2>How will NEOM work?<\/h2>\n<p>The ambition behind the plans for NEOM is without precedent.\u00a0 The city will be developed in its own free zone, giving it the power to set and regulate its own taxation, customs, and labor laws independently of the rest of Saudi Arabia.\u00a0<\/p>\n<p>This model has been successfully implemented elsewhere in the MENAT region, and NEOM will quickly become the largest such zone.\u00a0 This will give it the power and freedom to ensure <em>\u201chealthy growth and wealth for the region, investors and residents<a href=\"#_ftn29\" name=\"_ftnref29\"><strong>[29]<\/strong><\/a>\u201d.<\/em><\/p>\n<p>With average wind speeds of 10.3 meters per second<a href=\"#_ftn30\" name=\"_ftnref30\">[30]<\/a> and abundant solar resources, NEOM will be a city powered entirely by renewable energy.\u00a0 Its transport systems will also be <em>\u201c100% green\u201d<\/em> and <em>\u201cautomated\u201d<a href=\"#_ftn31\" name=\"_ftnref31\"><strong>[31]<\/strong><\/a>,<\/em> while the city\u2019s commitment to developing a world-class quality of life will spread to its education, housing and healthcare provision.<\/p>\n<p>The concept for NEOM is built on six main pillars:<\/p>\n<ol>\n<li><strong>Prioritizing humans<\/strong>: the city will aim to create an \u201cidyllic society\u201d with comfortable living conditions.<\/li>\n<li><strong>Healthy living and transport<\/strong>: the city will be built to encourage walking and cycling, while advanced technologies will be used to create \u201can unprecedented transportation infrastructure<a href=\"#_ftn32\" name=\"_ftnref32\">[32]<\/a>\u201d.<\/li>\n<li><strong>Automated services<\/strong>: it will be the first to deliver \u2018e-government\u2019 \u2013 a fully automated system for government services.<\/li>\n<li><strong>Digitization<\/strong>: it will provide high-speed internet access and online education \u2013 both completely free of charge \u2013 to all citizens through its \u201cdigital air\u201d initiative.<\/li>\n<li><strong>Sustainability:<\/strong> the city will use only renewable energy and its buildings will \u201chave a net zero carbon footprint<a href=\"#_ftn33\" name=\"_ftnref33\">[33]<\/a>\u201d.<\/li>\n<li><strong>Innovative construction<\/strong>: it will encourage new techniques and materials to ensure it can meet its future requirements.<\/li>\n<\/ol>\n<p>As emphasized by HE Crown Prince Mohammed bin Salman, there will also be an emphasis on artificial intelligence, robotics and drones, while supermarkets will not exist in their familiar form.
