{"id":93427,"date":"2021-10-27T07:55:56","date_gmt":"2021-10-27T07:55:56","guid":{"rendered":"https:\/\/www.alj.com\/?post_type=perspective&#038;p=93427"},"modified":"2022-04-04T07:39:48","modified_gmt":"2022-04-04T07:39:48","slug":"shuqaiq-3-a-pipeline-full-of-potential","status":"publish","type":"perspective","link":"https:\/\/alj.com\/en\/perspective\/shuqaiq-3-a-pipeline-full-of-potential\/","title":{"rendered":"Shuqaiq 3: a pipeline full of potential"},"content":{"rendered":"<h4><a href=\"https:\/\/www.alj.com\/en\/our-people\/carlos-cosin\/\"><em>Carlos Cos\u00edn<\/em><\/a><em>,<\/em><em> Chief Executive Officer, <\/em><a href=\"http:\/\/www.almarwater.com\/\"><em>Almar Water Solutions<\/em><\/a><em>, part of <\/em><a href=\"https:\/\/www.alj.com\/en\/energy-and-environmental-services\/energy-overview\/\"><em>Abdul Latif Jameel Energy<\/em><\/a><em>, discusses the progress of the Shuqaiq 3 water desalination project in Saudi Arabia, and explains its significance for both the country and for Almar Water Solutions.<\/em><\/h4>\n<p>The Shuqaiq 3 desalination plant in Jizan province in south-west Saudi Arabia will be one of the largest reverse osmosis (RO) desalination plants in the world when complete in the fourth quarter of 2021.\u00a0 Awarded to a consortium of <a href=\"https:\/\/www.almarwater.com\/\">Almar Water Solutions<\/a> (through <a href=\"https:\/\/alj-enterprises.com\">Abdul Latif Jameel Enterprises<\/a>), <a href=\"https:\/\/www.acciona.com\/es\/\">Acciona<\/a>, <a href=\"https:\/\/www.marubeni.com\/en\/\">Marubeni Corporation<\/a> and <a href=\"https:\/\/www.linkedin.com\/in\/rawafid-holding-423704140\/?originalSubdomain=sa\">Rawafid Alhadarah Holding Co<\/a>, the 450,000 cubic meter daily production capacity from this US$ 600m infrastructure investment will guarantee the supply of drinking water to over 1.8 million citizens, while also contributing to economic and industrial development both locally and nationally.<\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/KITq7UXrWQE\" width=\"560\" height=\"314\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Recognized throughout the water industry as one of the most complex and innovative plants of its kind, in September 2019 Shuqaiq 3 was named the \u201c<a href=\"https:\/\/www.alj.com\/en\/news\/shuqaiq-3-desalination-project-receives-the-utilities-project-of-the-year-award\/\">Utilities Project of the Year<\/a>\u201d at the Middle East Energy Awards 2019, held in Dubai, UAE, cementing its status as one of the flagship new infrastructure projects in the region.<\/p>\n<h2><strong> Shuqaiq III is the first large desalination project for Almar Water Solutions. How significant is it in that respect? <\/strong><\/h2>\n<p>It was doubly significant, in that not only was it the first major project for Almar Water Solutions, but along with the Rabigh III desalination plant, it was the first project in Saudi Arabia\u2019s new water privatization program.\u00a0<\/p>\n<p>Winning this tender with our consortium really demonstrated that we have the experience and expertise to develop \u2013 and win \u2013 successful bids.\u00a0 It showed that we can be competitive on these huge projects and demonstrated our credibility, both to the market and to our partners.<\/p>\n<h2><strong> Almar is a partner in the consortium that was awarded the tender. How important were these partnerships to your successful bid?<\/strong><\/h2>\n<p>These partnerships were essential to the success of our bid.\u00a0 In Acciona, we partnered with the best EPC contractor with the best references and the strongest credibility; a partner we knew we could rely on to maintain the highest level of quality and deliver the project on schedule and on budget.\u00a0<\/p>\n<p>With Acciona on board, we needed a strong financial partner with experience and reputation in the sector, someone who was comfortable with the terms of the project and the warranties for the country, and that was Marubeni.<\/p>\n<p>The third key partner is Rawafid, the local partner, who bring a lot of local knowledge and understanding to the consortium, particularly in terms of managing the labor requirements and local issues. \u00a0<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-93442\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos.jpg\" alt=\"\" width=\"2109\" height=\"270\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos.jpg 2109w, https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos-300x38.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos-1024x131.jpg 1024w, https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos-150x19.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos-768x98.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos-1536x197.jpg 1536w, https:\/\/media.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-logos-2048x262.jpg 2048w\" sizes=\"(max-width: 2109px) 100vw, 2109px\" \/><\/p>\n<h2><strong> What experience did the Almar team have of the Saudi Arabian market, and of the Middle East water services market in general?<\/strong><\/h2>\n<p>The Middle East comprises between 70% to 80% of the total global market, which is huge. \u00a0If you want to be a player in the sector, you have to be in the Middle East. \u00a0Personally, I first gained experience in the region in the 1990s, working on a couple of smaller thermal desalination plants.\u00a0 At the time, reverse osmosis membrane technology was still being refined.\u00a0<\/p>\n<figure id=\"attachment_92182\" aria-describedby=\"caption-attachment-92182\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-92182\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-300x200.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-1024x683.jpg 1024w, https:\/\/media.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-150x100.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-768x512.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-1536x1024.jpg 1536w, https:\/\/media.alj.com\/app\/uploads\/2021\/09\/Shuqaiq-3-2048x1365.jpg 2048w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-92182\" class=\"wp-caption-text\">Some of the reverse osmosis pressure vessels at the Shuqaiq 3 IWP construction site.<\/figcaption><\/figure>\n<p>At the beginning of this century, membrane technology had advanced to the point where it was even more competitive in terms of efficiency than the thermal process, and so the new desalination plants being developed started to use the membrane process, rather than thermal.\u00a0<\/p>\n<p>I worked on a major project in Oman and\u00a0 I also worked on a pioneering project in Saudi Arabia at Al Khafji, which combined solar power and desalination. \u00a0<\/p>\n<p>In the UAE, we also won two very innovative projects with Mazda.\u00a0 One was about concentrating the brine discharge from the desalination plant in one specific installation using evaporators. \u00a0The second project was a membrane distillation technology in forward osmosis.<\/p>\n<p>So, we definitely have some previous experience of success in the region.\u00a0 With the Shuqaiq 3 plant, we have demonstrated our experience and our commitment to continue innovating to help find solutions to the water challenges this region faces.<\/p>\n<h2><strong> What are the most impressive features of Shuqaiq III in terms of the technology? What makes it special?<\/strong><\/h2>\n<figure id=\"attachment_93449\" aria-describedby=\"caption-attachment-93449\" style=\"width: 300px\" class=\"wp-caption alignright\"><img decoding=\"async\" there are two special features of this plant. \u00a0First is the energy recovery. \u00a0<\/p>\n<p>We put a lot of effort into the design of the technology to minimize the energy consumption as much as possible.\u00a0 We are in the range of ~3.3kWh\/m<sup>3<\/sup> per cubic meter, which is a record. \u00a0When I started in this industry, the energy consumption for a membrane desalination plant was around 14 kWh\/m<sup>3<\/sup>.\u00a0<\/p>\n<p>Over the last 20 years, we\u2019ve managed to reduce that down to this new level of 3.3 kWh\/m<sup>3<\/sup>.\u00a0 I don\u2019t think it\u2019s possible to go significantly lower than this.\u00a0<\/p>\n<figure id=\"attachment_92161\" aria-describedby=\"caption-attachment-92161\" style=\"width: 2560px\" class=\"wp-caption aligncenter\"><img of the high-pressure pumps, but also because we have carefully designed every element of the project, from pipeline flows to filtration systems, to be as efficient as possible. \u00a0And I\u2019m very proud that we succeeded.\u00a0 \u00a0<\/p>\n<p>The second special feature is the intake. \u00a0To produce 450,000 cubic meters of desalinated water a day, you have to design a pipeline that can intake double the capacity, because around 50% ends up as brine discharge. \u00a0<\/p>\n<p>So, in this case we need to design an intake that could handle 900,000 cubic meters a day, which is huge, and continue to do so for the next 25 years.\u00a0 It was a great achievement.\u00a0<\/p>\n<h2><strong> Do you think the problem of water availability is going to get worse over the next 25 years?<\/strong><\/h2>\n<p>I have no doubt about it. \u00a0Climate change is a fact, and it has been proven that it is accelerating the frequency of floods and droughts.\u00a0<\/p>\n<p>We have to learn to live with this uncertainty.\u00a0 And water is one of the key resources we have to defend.\u00a0<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full prepared than many.\u00a0 It has put in the necessary resources and infrastructure to fight against the impact of climate change, but there is still much work to do.\u00a0<\/p>\n<p>Desalination is a key part of that, but it is not the only solution.\u00a0<\/p>\n<figure id=\"attachment_93487\" aria-describedby=\"caption-attachment-93487\" style=\"width: 300px\" class=\"wp-caption alignright\"><img cartridge filters at the Shuqaiq 3 IWP construction site<\/figcaption><\/figure>\n<p><a href=\"https:\/\/www.alj.com\/en\/perspective\/water-reuse-is-a-big-opportunity-just-going-to-waste\/\">Water re-use<\/a> also has enormous potential to increase water availability.\u00a0 We cannot accept a situation where used water is just allowed to make its way back into the sea.\u00a0<\/p>\n<p>It has to be treated and reused, not necessarily for drinking water, but for other purposes such as industry, agriculture or injected into over-exploited aquifers.\u00a0<\/p>\n<p>I think that\u2019s the next step, as a complement to what is happening with the desalination programs.<\/p>\n<h2><strong>As people \u2013 and governments \u2013 have become more aware of the climate crisis, have you seen a greater focus on issues around water supply?<\/strong><\/h2>\n<p>In theory, yes. In practice, no.\u00a0<\/p>\n<p>It was a big step forward in <a href=\"https:\/\/sdgs.un.org\/goals\/goal6\">2015<\/a> to see water classified discretely as one of the UN\u2019s <a href=\"https:\/\/jameel75.com\/en\/sdg\">Sustainable Development Goals<\/a> (<a href=\"https:\/\/www.alj.com\/en\/perspective\/waters-of-life\/\">SDG 6<\/a>), rather being treated as part of a more general environmental goal, which is what used to happen.\u00a0<\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/GhzP37PQ6mM\" width=\"560\" height=\"314\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>To my mind, water is essential to achieving many of the other SDGs too, like hunger, security, poverty, sustainable cities \u2013 none of these are possible without water.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-91788\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY.jpg\" alt=\"UN SDG 6\" width=\"1650\" height=\"882\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY.jpg 1650w, https:\/\/media.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY-300x160.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY-1024x547.jpg 1024w, https:\/\/media.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY-150x80.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY-768x411.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2021\/08\/Goal-6-NY-1536x821.jpg 1536w\" sizes=\"(max-width: 1650px) 100vw, 1650px\" \/><\/p>\n<p>So, it is good to see water recognized in this way at the highest level.\u00a0 However, when you look at what is actually happening in the sector, it is not so good.\u00a0<\/p>\n<p>There are some countries that are taking it seriously and putting in high levels of investment, such as Saudi Arabia, China, Singapore, but on a global scale, progress is slow.\u00a0 No regulations. \u00a0No investment. \u00a0No real long-term planning.\u00a0 At least not on the scale that is required.\u00a0<\/p>\n<p>Most countries have still not taken the necessary measures that reflect the seriousness of the problem with sanitation and drinking water. \u00a0And this worries me.\u00a0 I think there a lack of political will and a lack of understanding in our society in general about the seriousness of the situation and how our behavior needs to change.<\/p>\n<h2><strong>Despite the challenges of the past few years, you have managed to keep Shuqaiq III on schedule.
