{"id":55742,"date":"2019-12-19T07:16:03","date_gmt":"2019-12-19T07:16:03","guid":{"rendered":"https:\/\/www.alj.com\/?post_type=spotlight-fadyjameel&#038;p=55742"},"modified":"2021-04-18T11:32:36","modified_gmt":"2021-04-18T11:32:36","slug":"delivering-decarbonization-how-achievable-is-net-zero","status":"publish","type":"spotlight-fadyjameel","link":"https:\/\/alj.com\/en\/spotlight-by-fady-jameel\/delivering-decarbonization-how-achievable-is-net-zero\/","title":{"rendered":"Delivering decarbonization: How achievable is net zero?"},"content":{"rendered":"<h4>The UN-led Paris Agreement that came into effect in 2016 focused the world\u2019s attention on the need to \u2018decarbonize\u2019 the global economy. \u00a0But what is decarbonization and is it achievable?<\/h4>\n<p><em>By <a href=\"https:\/\/alj.com\/en\/our-people\/fady-jameel\/\">Fady Jameel<\/a>, Deputy President and Vice Chairman, Abdul Latif Jameel<\/em><\/p>\n<p>The UN-led Paris Agreement that came into effect in 2016 focused the world\u2019s attention on the need to \u2018decarbonize\u2019 the global economy. \u00a0But what is decarbonization and is it achievable?<\/p>\n<p>In simple terms, decarbonization refers to the reduction \u2013 or even better, the removal \u2013 of greenhouse gas emissions (principally carbon dioxide (CO<sub>2<\/sub>), methane (CH<sub>4<\/sub>) but also others) from the activities that operate our global economy.<\/p>\n<p>Under the Paris Agreement, the aim is to reduce world greenhouse gas (GHG) emissions to half the level they were in 1990.\u00a0 To achieve this challenging goal, it will be necessary to reduce the amount of GHGs emitted by human activity to the same levels that trees, soil and the oceans can absorb naturally, with a target of net-zero emissions by the end of the century.<\/p>\n<p>At the UN Climate Action Summit in New York in September 2019, UN Secretary-General Antonio Guterres announced that 77 countries had committed to net-zero carbon emissions by 2050. \u00a0Some, such as the UK, France, Sweden and Norway, have introduced legislation to that effect. \u00a0For others, the goal is, at the moment at least, let\u2019s say \u2018aspirational\u2019.<\/p>\n<p>It is a transformation that cannot come soon enough.\u00a0 Recent research by the World Meteorological Organization (<a href=\"https:\/\/public.wmo.int\/en\">WMO<\/a>) indicates that the speed of climate change is accelerating, with data indicating that the last five years (2015-2019) have been the warmest on record<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>.<\/p>\n<p>During the same period, CO<sub>2<\/sub> emissions have risen to record highs. \u00a0According to data from the <a href=\"https:\/\/www.globalcarbonproject.org\/\">Global Carbon Project<\/a>, annual CO<sub>2<\/sub> emissions in 2018 actually spiked by 2.1 per cent \u2014 owing in part to increased demand for coal and steel in fast growing markets such as China, India and Indonesia<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>.<\/p>\n<p>At the same time, the pace of the rise in sea levels has increased significantly.\u00a0 Data recently published by <a href=\"https:\/\/www.climatecentral.org\/\">Climate Central<\/a>, an independent non-profit organization of leading scientists and journalists, indicates that up to 300 million people could be living with annual floods by 2050, rising to as many as 640 million by 2100<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>.<\/p>\n<h3>Quick wins versus long-term gains<\/h3>\n<p>By far, the biggest contributor to carbon emissions is the energy sector, which accounts for 72 per cent of all emissions [<em>see chart below<\/em>]. It is logical, then, that one of the best ways to reduce emissions to 2030 is by moving to cleaner sources of power.<\/p>\n<p>Traditionally, this has tended to mean converting coal-fired power plants to gas-fired power plants, as coal-fired plants emit, on average, around 900g of CO<sub>2<\/sub> per kilowatt-hour, while gas-fired plants emit around 500g.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> \u00a0<\/p>\n<p>Transport is another big contributor to global emissions, and there have been great gains in the fuel efficiency of internal combustion engines.<\/p>\n<p>Unfortunately, however, neither gas-fired power plants nor more efficient internal-combustion engines will get us to where we need to be \u2013 net-zero emissions &#8211; by 2070. \u00a0In order for us to meet the Paris Agreement targets, power plants would have to emit a maximum of 50g of carbon per kilowatt-hour, just one tenth of the emissions of a typical gas-fired plants. \u00a0Similarly, we need to drive zero-emission vehicles, not merely more efficient gas-burning vehicles, especially when some estimates have the number of vehicles worldwide doubling by 2050.<\/p>\n<p>This is the dichotomy at the heart of the climate change debate.<\/p>\n<p>To successfully achieve so-called \u2018deep decarbonization\u2019 over the longer term, we have to be prepared to take fundamental action now, which is likely to be painful, expensive and disruptive to our existing economic and social models. \u00a0Such actions will not provide any immediate, obvious short-term gain, but will provide a solid foundation for achieving our longer-term emissions-reduction objectives.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-full wp-image-55749\" src=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Greenhouse-Gases-Infographic.jpg\" alt=\"Greenhouse Gas Emissions by Sector\" width=\"2480\" height=\"1504\" https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Greenhouse-Gases-Infographic-1024x621.jpg 1024w\" sizes=\"(max-width: 2480px) 100vw, 2480px\" \/><\/p>\n<p>The alternative approach, one which seems to have been the basis of most initiatives over the past few decades, could be called \u2018decarbonization lite\u2019, where we embrace less disruptive ways to modestly reduce emissions, quickly and at relatively low cost, in order to get a quick and easy win. \u00a0But which on their own, will not be enough to achieve our longer-term targets<\/p>\n<p>It hardly needs stating which of these approaches appeals most to governments tied to four or five-year election cycles.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-full wp-image-55756\" src=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Jeffrey-Sachs.jpg\" alt=\"Jeffrey Sachs\" width=\"183\" height=\"275\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Jeffrey-Sachs.jpg 183w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Jeffrey-Sachs-100x150.jpg 100w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/>According to Jeffrey D Sachs, Director of the Earth Institute at Columbia University in the US, switching coal for gas, or introducing more efficient gas-burning vehicles \u2013 \u2018low-hanging fruit\u2019, as he describes it &#8211; means we \u201crisk putting ourselves into a high-carbon trap\u201d<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>.<\/p>\n<p><em>\u201cThe low-hanging-fruit pathway achieves a steep reduction by 2030. \u00a0It probably does so at lower cost than the deep-decarbonization pathway, because the conversion to zero-carbon electricity (for example, wind and solar power) and to electric vehicles might be more costly than a simple patch-up of our current technologies.<\/em><\/p>\n<p><em>\u00a0<\/em><em>The problem is that the low-hanging-fruit pathway will achieve fewer reductions after 2030. \u00a0It will lead into a dead end. \u00a0Only the deep-decarbonization pathway gets the economy to the necessary stage of decarbonization by 2050 and to net-zero emissions by 2070\u201d.<\/em><\/p>\n<p>In response to this, the <a href=\"http:\/\/deepdecarbonization.org\/\">Deep Decarbonization Pathways Project<\/a> has brought together energy research teams in the 16 highest-carbon-emitting countries to chart practical pathways to decarbonize in their own countries and limit global warming to 2<sup>o<\/sup>C or less, in line with the Paris Agreement.<\/p>\n<p>Although country-specific in their detail, these pathways, which are designed to be both technically feasible and affordable, identify three main strategies to achieve decarbonization on a global scale:<\/p>\n<ul>\n<li>Major advances in energy efficiency, using smart materials and smart (data-based) systems<\/li>\n<li>Zero-carbon electricity, drawing on the best options for each country\u2019s specific circumstances and resources (wind, solar, geothermal, hydro, nuclear, and carbon capture and storage)<\/li>\n<li>Eliminating internal combustion engines and switching to electric vehicles, alongside a general shift to electrification or advanced biofuels<\/li>\n<\/ul>\n<blockquote>\n<p><em>\u201cA key question for Paris, therefore,\u201d<\/em> says Sachs, <em>\u201cis not whether governments achieve 25% or 30% reductions by 2030, but how they intend to do it\u201d<\/em>.<\/p>\n<\/blockquote>\n<p>Unsurprisingly, given the urgency and gravity of climate change, the huge steps needed to transition to a global decarbonized economy will have a significant effect on economies and societies around the world.\u00a0<\/p>\n<p>Governments will need to prioritize reskilling the workforces of entire industries to enable a transition to high-quality, more sustainable occupations.\u00a0 This requires foresight, investment and commitment from central governments and business alike.\u00a0<\/p>\n<p>Public spending and economic policies must ensure that vulnerable and low-income communities are not disproportionally affected by decarbonization measures.<\/p>\n<p>We may also need to redefine our definition of national success.\u00a0 Is continual, year-on-year GDP growth, for example, a true signifier of success in this new, decarbonized world?\u00a0<\/p>\n<h3>Creating climate equality<\/h3>\n<p>There is a view that, by prioritizing decarbonization, developed nations are, in effect, denying less-developed nations the carbon-fueled benefits of progress they themselves have profited from over more than two centuries.<\/p>\n<p>It\u2019s a tragic dual irony that many of the countries on the front line of catastrophic climate change \u2013 in regions like Africa, the Indian sub-continent and South-East Asia \u2013 are the least equipped to respond to the challenges, and have also had the least input into creating these conditions in the first place.<\/p>\n<p>According to Philip Alston, UN special rapporteur on extreme poverty and human rights, the poorest half of the world\u2019s population (around 3.5 billion people) is responsible for just 10% of the world\u2019s greenhouse gas emissions, while the richest 10% of the global population is responsible for almost 50%.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-full wp-image-55763\" src=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-CO2-Emissions-Infographic.jpg\" alt=\"CO2 Emissions\" width=\"2480\" height=\"1504\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-CO2-Emissions-Infographic.jpg 2480w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-CO2-Emissions-Infographic-150x91.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-CO2-Emissions-Infographic-300x182.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-CO2-Emissions-Infographic-768x466.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-CO2-Emissions-Infographic-1024x621.jpg 1024w\" sizes=\"(max-width: 2480px) 100vw, 2480px\" \/><\/p>\n<p>In other words, the richer nations that contribute the most to climate change are able to afford much more effective mitigation measures than poorer ones, who have contributed relatively little to global warming.\u00a0 As a result, says Alston, the world is increasingly at risk of <em>\u201cclimate apartheid<\/em><em>, <\/em><em>where the wealthy pay to escape overheating, hunger and conflict [caused by the escalating climate-change crisis] while the rest of the world is left to suffer\u201d<\/em>.<\/p>\n<p>Fortunately, investment in sustainable, less carbon-intensive infrastructure is now recognized as a central driver of growth and the delivery of sustainable development goals and the Paris Agreement. \u00a0The G20 has adopted <em>\u201cstrong, sustainable, balanced, and inclusive growth\u201d<\/em> as its goal, and major development finance institutions are now beginning to shift their capital towards sustainable investments that can help to drive growth in developing markets without ramping up carbon emissions. \u00a0\u00a0There is also growing evidence that decarbonization does not have to come at the expense of development, and that it is possible for countries to increase GDP while still reducing carbon emissions.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-55770 size-medium\" src=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Decoupling-GDP-223x300.png\" alt=\"Decoupling GDP from Emissions\" width=\"223\" height=\"300\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Decoupling-GDP-223x300.png 223w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Decoupling-GDP-111x150.png 111w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Decoupling-GDP.png 529w\" sizes=\"(max-width: 223px) 100vw, 223px\" \/>A 2017, report sponsored by Boston-based sustainability advocacy group <a href=\"https:\/\/www.ceres.org\/\">Ceres<\/a> found that climate-warming CO<sub>2<\/sub> emissions from US power generators declined between 2005 and 2015, as the companies shifted away from coal and toward renewable energy sources and natural gas. \u00a0Emissions dropped further in 2016, putting them near the same level they were in 1990.\u00a0 Despite this, GDP grew steadily over the same period. <a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a><\/p>\n<p><em>&#8220;The decoupling of economic growth from emissions growth is really encouraging,&#8221;<\/em> said Dan Bakal, Director of Electric Power for Ceres. \u00a0<em>&#8220;You can achieve these reductions while growing the economy &#8211; and trying to reverse these trends would be an uphill battle.&#8221;<\/em><\/p>\n<p>Adding further evidence to this debate is a 2018, working paper from the <a href=\"https:\/\/www.imf.org\/\">International Monetary Fund<\/a>, which found that some countries, including France, UK and Germany, <em>\u201c<\/em><em>can be said to have achieved an absolute decoupling, with trend emissions either stable or actually declining and hence no longer correlated with the upward trend in output.\u201d<\/em><a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a><\/p>\n<p>Governments can also use fiscal policy as a powerful tool to encourage more emissions-friendly behaviors, without hindering GDP growth.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-55777 size-medium\" src=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Sweden-emmissions-300x232.jpg\" alt=\"GDP and CO2 Emissions in Sweden\" width=\"300\" height=\"232\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Sweden-emmissions-300x232.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Sweden-emmissions-150x116.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/Sweden-emmissions.jpg 540w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>In Sweden, for example, pricing carbon through CO<sub>2<\/sub> taxation has been the main policy instrument to drive fossil fuel consumption down \u2013 and it has done so significantly over the last 25 years<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a>.<\/p>\n<p>The CO<sub>2<\/sub> tax in Sweden was first introduced in 1991, alongside already existing energy taxes.<\/p>\n<p>This has gradually been significantly increased, from \u20ac29 in 1991 to \u20ac125 in 2014 for households and services. \u00a0<\/p>\n<p>The effect on fossil fuel consumption has been especially noteworthy in terms of district heating, where the use of biomass for fuel increased from 25 per cent in 1990 to nearly 70 per cent in 2012.<\/p>\n<p>With some of the highest level of CO<sub>2<\/sub> tax worldwide, Sweden provides strong evidence that decoupling GDP growth from CO<sub>2<\/sub> emissions is possible and that CO<sub>2<\/sub> tax is an efficient way of decarbonizing energy use.<\/p>\n<h3>Ramping up renewables<\/h3>\n<p>The shift comes as renewable energy sources \u2014 including hydroelectric, wind, solar, biomass, and geothermal \u2014 are contributing more to the energy mix across the globe.<\/p>\n<p><em>&#8220;The majority of new capacity that&#8217;s added is renewable,&#8221;<\/em> Bakal said, <em>&#8220;and the shift away from coal has continued.&#8221;<\/em><\/p>\n<p>A number of trail-blazing countries are already showing what is possible.\u00a0 Costa Rica, for example, has generated all its electricity from renewable sources for most of 2019, and expects to be completely carbon neutral by 2021<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a>, while Iceland\u2019s electricity is almost 100 per cent generated from renewables, such as geothermal energy, and has been since 2015<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a>.\u00a0 Sweden, with plentiful hydroelectric power, has achieved a 54 per cent share of renewable sources in the country\u2019s energy mix<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a>.<\/p>\n<p>Australia, too, has made great strides.\u00a0 Its highly successful renewable energy program will contribute to a predicted 4 per cent reduction in greenhouse gas emissions over the next three years<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a>.\u00a0 An achievement, I\u2019m proud to say, in which Fotowatio Renewable Ventures (<a href=\"https:\/\/frv.com\">FRV<\/a>), part of <a href=\"https:\/\/www.alj.com\/en\/energy-and-environmental-services\/energy-overview\/\">Abdul Latif Jameel Energy<\/a>, has played an important role.\u00a0 FRV is involved in six solar projects in Australia and has invested over US$ 700 million in the country\u2019s renewable energy sector since 2012.\u00a0<\/p>\n<p>Another of the main renewable energy sources \u2013 wind power \u2013 is already making a huge contribution to power generation globally, and there is the potential for it to contribute even more as part of the decarbonization agenda.<\/p>\n<p>Global installed wind-generation capacity onshore and offshore has increased by a factor of almost 75 in the past 20 years, jumping from 7.5 gigawatts (GW) in 1997 to some 564 GW by 2018, according to <a href=\"https:\/\/www.irena.org\/\">IRENA<\/a>&#8216;s latest data<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a>.<\/p>\n<h3>Harnessing hydrogen<\/h3>\n<p>The increasing popularity of electric vehicles is hugely encouraging &#8211; over 1.1 million plug-in electric vehicles (PHEV) were sold globally during the first six months of 2019 alone<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a> &#8211; but if they run on electricity produced by fossil fuel powered power stations, they are not cutting carbon emissions, simply moving them upstream.\u00a0 This is where <a href=\"https:\/\/alj.com\/en\/perspective\/hydrogen-the-key-driver-to-zero-emission-transport\/\">hydrogen<\/a> could play a big role, not only for transportation, but also for industry and domestic heating and cooling.<\/p>\n<p>Hydrogen offers the prospect of helping to decarbonise the transport, heat and industrial sectors while providing a use for surplus renewable power. \u00a0IRENA estimates that it could supply 6 per cent of final energy consumption by 2050, while industry body <a href=\"https:\/\/hydrogencouncil.com\/en\/\">the Hydrogen Council<\/a> says this could be as high as 18 per cent<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a>.<\/p>\n<p>The challenge lies in decarbonizing hydrogen production itself.\u00a0 Renewable energy can be used to produce hydrogen via electrolysis, but this is expensive and would require vast amounts of renewable power.\u00a0 On the other hand, producing hydrogen via steam methane reforming (which uses high levels of heat to \u2018crack\u2019 methane into carbon and hydrogen) is cheaper and more immediately scalable &#8211; but its carbon emissions are high.<\/p>\n<p>This is typical of the technical-financial-sustainable tightrope that we will have to walk as we work towards a decarbonized future.<\/p>\n<h3>Turning a negative into a positive<\/h3>\n<p>Realistically, even with the most stringent policies and incentives, it will take decades to decarbonize by cutting emissions alone. \u00a0Fortunately, there is another key tool to help us on that journey \u2013 using Carbon Capture and Storage (CCS) to neutralize emissions before they get into the atmosphere and transform the captured carbon into value-added products.<\/p>\n<p>CCS is critical for us to achieve net-zero emissions \u2013 and the technology is in place for us to start doing that now, with some power stations already \u2018trapping\u2019 their carbon emissions using CCS technology.<\/p>\n<p>Rather than treating CO<sub>2<\/sub> as waste, the CCS process converts it into commercially viable products, creating new revenue opportunities. \u00a0Global demand for CO<sub>2<\/sub> is around 200 million tonnes (Mt) per year. \u00a0Uses include urea production, carbonated drinks, water treatment and pharmaceutical processes. \u00a0New or growth markets could include use of CO<sub>2<\/sub> as a feedstock or as working fluid in some processes (including in power generation), conversion to polymers or carbonates, concrete curing and mineral carbonation. \u00a0Research is also being conducted on the potential to turn CO<sub>2<\/sub> into transport fuels.<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a><\/p>\n<p>Refining and developing this technology on an industrial scale will require huge amounts of investment.\u00a0 If we can demonstrate that CO<sub>2<\/sub> can be transformed into valuable products, not just a harmful waste, the investment argument suddenly becomes much easier.<\/p>\n<h3>Choices for a brighter future<\/h3>\n<p>There are many choices we can make today that will affect whether we can be close to a zero-emissions energy system in 2050.\u00a0 While some of them are not economically \u2013 or politically &#8211; viable at present, making the right choices will ultimately help to drive the economy, protect the environment and safeguard our societies in future.<img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-full wp-image-55784\" src=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Choices-Infographic.jpg\" alt=\"Choices for a Brighter Future\" width=\"2480\" height=\"1503\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Choices-Infographic.jpg 2480w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Choices-Infographic-150x91.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Choices-Infographic-300x182.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Choices-Infographic-768x465.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2019\/12\/ALJ-Choices-Infographic-1024x621.jpg 1024w\" sizes=\"(max-width: 2480px) 100vw, 2480px\" \/><\/p>\n<p>It\u2019s a balancing act \u2013 and the stakes could not be higher.\u00a0 But we need to start making these choices now.\u00a0 As climate activist Greta Thunberg <a href=\"https:\/\/soundcloud.com\/unradio\">told<\/a> the <a href=\"https:\/\/news.un.org\/en\/story\/2019\/09\/1047052\">UN General Assembly in
