Bien qu\u2019il repr\u00e9sente pr\u00e8s de 80\u00a0% du transport mondial en volume, le transport maritime n\u2019est responsable que de 10\u00a0% des \u00e9missions li\u00e9es au transport et de 3\u00a0% des \u00e9missions totales de gaz \u00e0 effet de serre.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>.<\/p>\n<p>Ce chiffre de 3\u00a0% peut sembler n\u00e9gligeable. Mais la demande croissante du transport maritime international au cours des derni\u00e8res ann\u00e9es a entra\u00een\u00e9 un accroissement des \u00e9missions plus rapide que dans la plupart des autres secteurs. Selon certains experts, si aucune mesure n\u2019est prise, le transport maritime pourrait \u00eatre responsable de\u00a010 \u00e0 13\u00a0% des \u00e9missions mondiales d\u2019ici quelques d\u00e9cennies.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/p>\n<p>Une pression croissante s\u2019exerce sur le secteur du transport maritime afin d\u2019am\u00e9liorer ses r\u00e9f\u00e9rences en mati\u00e8re de d\u00e9veloppement durable en r\u00e9duisant les \u00e9missions de gaz \u00e0 effet de serre, les polluants comme les oxydes de soufre (SOx), les oxydes d\u2019azote (NOx) et les particules (PM), ainsi que la consommation de carburant.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignright size-medium wp-image-108254\" src=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/IMO-logo-300x231.jpg\" alt=\"\" width=\"300\" height=\"231\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/IMO-logo-300x231.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/IMO-logo-150x116.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/IMO-logo.jpg 350w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>L\u2019Organisation maritime internationale (<a href=\"https:\/\/www.imo.org\/fr\">OMI<\/a>), r\u00e9gie par les Nations Unies et qui supervise les exp\u00e9ditions internationales, joue un r\u00f4le cl\u00e9 dans la r\u00e9gulation de cette situation. L\u2019OMI s\u2019est fix\u00e9 pour objectif de r\u00e9aliser un gain d\u2019efficacit\u00e9 de 40\u00a0% d\u2019ici\u00a02030<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> et appelle \u00e0 une r\u00e9duction des \u00e9missions totales du transport maritime international d\u2019au moins 50\u00a0% d\u2019ici\u00a02050 par rapport aux niveaux de\u00a02008.<\/p>\n<p>Il s\u2019agit d\u2019un objectif ambitieux, mais n\u00e9cessaire, compte tenu de l\u2019ampleur du secteur, pour atteindre la neutralit\u00e9 carbone pr\u00e9vue par l\u2019Accord de Paris.<\/p>\n<p>Trois segments (les vraquiers, les p\u00e9troliers et les porte-conteneurs) sont responsables d\u2019environ 65\u00a0% des \u00e9missions de CO<sub>2<\/sub> de l\u2019industrie du transport maritime et repr\u00e9sentent environ 90\u00a0% des volumes transport\u00e9s. La bonne nouvelle, c\u2019est que le transport maritime est le moyen le plus propre compar\u00e9 \u00e0 d\u2019autres formes de transport de marchandises\u00a0; du moins en termes d\u2019\u00e9missions. Il produit\u00a020 \u00e0 25\u00a0grammes de CO<sub>2<\/sub> par tonne-kilom\u00e8tre, soit une fraction de ce que produisent les autres transports de marchandises. En comparaison, l\u2019aviation produit jusqu\u2019\u00e0 600\u00a0grammes de CO<sub>2<\/sub> par tonne-kilom\u00e8tre, tandis que le transport routier varie g\u00e9n\u00e9ralement entre\u00a050 et 150\u00a0grammes.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-108212\" src=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping.jpg\" alt=\"\" width=\"2421\" height=\"2067\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping.jpg 2421w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping-300x256.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping-1024x874.jpg 1024w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping-150x128.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping-768x656.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping-1536x1311.jpg 1536w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping-2048x1749.jpg 2048w\" sizes=\"(max-width: 2421px) 100vw, 2421px\" \/><\/p>\n<p>Toutefois, de r\u00e9centes \u00e9tudes<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> indiquent que l\u2019expansion continue du commerce mondial pourrait entra\u00eener une augmentation des \u00e9missions dues au transport maritime jusqu\u2019en\u00a02050, malgr\u00e9 les efforts d\u00e9ploy\u00e9s pour d\u00e9carboniser le secteur.<\/p>\n<p>Le secteur a consomm\u00e9 environ 300\u00a0millions de tonnes de combustibles fossiles en\u00a02018 et, \u00e0 mesure que la demande mondiale de produits \u00e9chang\u00e9s augmente, les volumes transport\u00e9s devraient progresser d\u2019environ 1,3\u00a0% en moyenne chaque ann\u00e9e jusqu\u2019au milieu du si\u00e8cle. Ou, comme le dit l\u2019Agence internationale pour les \u00e9nergies renouvelables<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>, si le secteur maritime mondial \u00e9tait un pays, il serait le sixi\u00e8me ou le septi\u00e8me plus gros \u00e9metteur mondial de CO<sub>2<\/sub>.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-108219\" src=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2.jpg\" alt=\"\" width=\"2421\" height=\"2244\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2.jpg 2421w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2-300x278.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2-1024x949.jpg 1024w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2-150x139.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2-768x712.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2-1536x1424.jpg 1536w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping2-2048x1898.jpg 2048w\" sizes=\"(max-width: 2421px) 100vw, 2421px\" \/><\/p>\n<h2>Mers du changement<\/h2>\n<p>Des progr\u00e8s ont \u00e9t\u00e9 r\u00e9alis\u00e9s dans les efforts visant \u00e0 rendre les exp\u00e9ditions plus durables. Les moteurs des navires sont plus \u00e9co\u00e9nerg\u00e9tiques gr\u00e2ce \u00e0 l\u2019am\u00e9lioration des technologies, tandis que les changements apport\u00e9s aux pratiques op\u00e9rationnelles ont r\u00e9duit les \u00e9missions. La navigation \u00e0 vitesse r\u00e9duite, qui consiste \u00e0 ralentir d\u00e9lib\u00e9r\u00e9ment pour r\u00e9duire la consommation de carburant, a permis de r\u00e9duire l\u2019intensit\u00e9 des \u00e9missions par tonne-mile de 13\u00a0% entre\u00a02008 et\u00a02012, par exemple.<\/p>\n<p>Mais compte tenu de la dimension mondiale du secteur du transport maritime, je pense que la r\u00e9glementation est essentielle pour apporter des am\u00e9liorations significatives en mati\u00e8re de d\u00e9veloppement durable. L\u2019OMI a \u00e9labor\u00e9 la Convention internationale pour la pr\u00e9vention de la pollution par les navires <a href=\"https:\/\/www.imo.org\/fr\/KnowledgeCentre\/ConferencesMeetings\/pages\/Marpol.aspx\">MARPOL<\/a><a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>, dont le dernier avenant, l\u2019annexe\u00a0VI, se concentre sur la r\u00e9duction de la pollution de l\u2019air par les navires.<\/p>\n<p>En\u00a02021, la teneur maximale en soufre du fioul a \u00e9t\u00e9 r\u00e9duite \u00e0 0,5\u00a0%. Pour les compagnies maritimes, les options les plus viables pour r\u00e9duire leurs \u00e9missions de soufre \u00e0\u00a00,5\u00a0% sont au nombre de trois\u00a0: passer au mazout \u00e0 tr\u00e8s faible teneur en soufre (VLSFO), au mazout \u00e0 ultra faible teneur en soufre (ULSFO) ou au gasoil marin (MGO)\u00a0; utiliser du gaz naturel liquide (GNL)\u00a0; ou installer des syst\u00e8mes d\u2019\u00e9puration des gaz d\u2019\u00e9chappement, ou \u00ab\u00a0\u00e9purateurs\u00a0\u00bb, qui \u00e9liminent les polluants pr\u00e9sents dans le carburant ordinaire (et moins cher).<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-full wp-image-108226\" src=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3.jpg\" alt=\"\" width=\"2421\" height=\"1417\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3.jpg 2421w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3-300x176.jpg 300w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3-1024x599.jpg 1024w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3-150x88.jpg 150w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3-768x450.jpg 768w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3-1536x899.jpg 1536w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/ALJ-Sustainable-Shipping3-2048x1199.jpg 2048w\" sizes=\"(max-width: 2421px) 100vw, 2421px\" \/><\/p>\n<p>L\u2019\u00e9conomie ne pourrait \u00eatre plus simple. L\u2019installation d\u2019un \u00ab\u00a0\u00e9purateur\u00a0\u00bb co\u00fbte entre\u00a01,5 et 5\u00a0millions USD, tandis qu\u2019un carburant plus propre peut co\u00fbter jusqu\u2019\u00e0 400\u00a0USD la tonne<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a>. L\u2019\u00e9purateur est amorti en un an\u00a0; c\u2019est pourquoi le nombre de navires \u00e9quip\u00e9s d\u2019un \u00e9purateur est pass\u00e9 de\u00a02\u00a0011 \u00e0 3\u00a0935\u00a0en seulement 14\u00a0mois depuis janvier\u00a02020, selon les chiffres du BIMCO, la plus grande association internationale de transport maritime au monde<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a>.<\/p>\n<p>Cependant, les \u00e9purateurs font partie du probl\u00e8me, et non de la solution. Ces dispositifs sont install\u00e9s dans les chemin\u00e9es et utilisent l\u2019eau de mer pour \u00e9liminer les polluants de type dioxyde de soufre pr\u00e9sents dans les gaz d\u2019\u00e9chappement des moteurs.<\/p>\n<p>Or, les \u00ab\u00a0eaux de lavage\u00a0\u00bb peuvent avoir des effets n\u00e9gatifs sur l\u2019environnement. Les \u00e9tudes r\u00e9v\u00e8lent que ces eaux acides (100\u00a0000\u00a0fois plus acides que l\u2019eau de mer) peuvent nuire au zooplancton, une source d\u2019alimentation importante pour des poissons tels que le cabillaud et le hareng, et avoir des r\u00e9percussions sur l\u2019ensemble de la cha\u00eene alimentaire.<\/p>\n<p>La plupart des navires utilisent un syst\u00e8me en boucle ouverte, qui leur permet de rejeter les d\u00e9chets directement par-dessus bord, plut\u00f4t que de les conserver dans un r\u00e9servoir en vue de leur \u00e9limination dans des installations portuaires sp\u00e9cialis\u00e9es, ce qui augmenterait les co\u00fbts.<\/p>\n<p>Selon un rapport de l\u2019International Council on Clean Transportation<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a>, pr\u00e8s de 10\u00a0gigatonnes d\u2019eaux de lavage sont d\u00e9vers\u00e9es chaque ann\u00e9e dans les oc\u00e9ans, soit l\u2019\u00e9quivalent de l\u2019ensemble des marchandises transport\u00e9es par les navires sur un an. Les toxines pr\u00e9sentes dans les eaux de lavage des \u00e9purateurs, qui comprennent des m\u00e9taux lourds, peuvent s\u2019accumuler dans les cha\u00eenes alimentaires marines et avoir des effets durables sur l\u2019environnement au sens large.<\/p>\n<h2>L\u2019Europe prend des mesures<\/h2>\n<p>L\u2019OMI n\u2019est pas la seule organisation \u00e0 vouloir assainir le transport maritime mondial. Reconnue comme un \u00e9l\u00e9ment moteur pour encourager le transport maritime durable, l\u2019Union europ\u00e9enne (UE) encourage des mesures plus agressives pour traiter les \u00e9missions<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a>. En\u00a02015, elle a notamment adopt\u00e9 un nouveau r\u00e8glement (2015\/757) qui vise \u00e0 collecter des donn\u00e9es sur les \u00e9missions de CO<sub>2<\/sub> des navires de plus de 5\u00a0000\u00a0tonnes brutes faisant escale dans un port de l\u2019UE. Appel\u00e9 MRV (Monitoring, Reporting and Verification), ce syst\u00e8me de surveillance, de d\u00e9claration et de v\u00e9rification fonctionne en parall\u00e8le avec la strat\u00e9gie de collecte de donn\u00e9es de l\u2019OMI, de sorte que les compagnies maritimes doivent se conformer \u00e0 deux r\u00e9gimes de d\u00e9claration de donn\u00e9es.<\/p>\n<p>En\u00a02020, le Parlement europ\u00e9en a vot\u00e9 en faveur d\u2019une proposition visant \u00e0 r\u00e9viser le syst\u00e8me MRV de l\u2019UE et ajouter les navires concern\u00e9s au syst\u00e8me d\u2019\u00e9change de quotas d\u2019\u00e9mission de l\u2019UE (SEQE).<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a> Cette initiative vise \u00e0 r\u00e9duire de 40\u00a0% les \u00e9missions de CO<sub>2<\/sub> dues au transport maritime d\u2019ici\u00a02030. Les d\u00e9put\u00e9s europ\u00e9ens ont \u00e9galement demand\u00e9 la cr\u00e9ation d\u2019un \u00ab\u00a0Fonds pour les oc\u00e9ans\u00a0\u00bb afin de soutenir les investissements dans les technologies et les infrastructures innovantes, comme les carburants alternatifs et les ports \u00ab\u00a0verts\u00a0\u00bb respectueux de l\u2019environnement. Le fonds consacrerait 20\u00a0% de ses revenus \u00e0 la protection, \u00e0 la restauration et \u00e0 la gestion efficace des \u00e9cosyst\u00e8mes marins touch\u00e9s par le r\u00e9chauffement climatique. L\u2019absence d\u2019accord entre les \u00c9tats membres de l\u2019UE a, jusqu\u2019\u00e0 pr\u00e9sent, emp\u00each\u00e9 la proposition de devenir loi.<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a><\/p>\n<p>Malgr\u00e9 les efforts de l\u2019OMI et de l\u2019UE, il n\u2019existe toujours pas de cadre r\u00e9glementaire mondial pour faciliter le transport maritime durable. La demande publique d\u2019action sur le changement climatique et la durabilit\u00e9 environnementale a pouss\u00e9 l\u2019industrie du transport maritime, les investisseurs et les banques \u00e0 prendre les choses en main.<\/p>\n<p>Les institutions finan\u00e7ant le transport maritime, par exemple, s\u2019appuient d\u00e9sormais sur les principes Pos\u00e9idon<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a>, qui permettent de mesurer l\u2019impact des flottes sur les \u00e9missions de gaz \u00e0 effet de serre. Toute flotte qui se soustrait \u00e0 cette mesure n\u2019obtiendra pas de financement. Certains des plus gros clients de l\u2019industrie, comme Amazon et Unilever, fixent \u00e9galement des objectifs \u00ab\u00a0neutralit\u00e9 carbone\u00a0\u00bb pour leurs cha\u00eenes d\u2019approvisionnement dans le cadre de leurs propres engagements en mati\u00e8re de d\u00e9veloppement durable.<\/p>\n<h2>Avanc\u00e9es en mati\u00e8re de technologie d\u2019exp\u00e9dition<\/h2>\n<figure id=\"attachment_108261\" aria-describedby=\"caption-attachment-108261\" style=\"width: 300px\" class=\"wp-caption alignright\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-108261\" src=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/LNG-bunkering-NYK-Line-300x224.png\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/media.alj.com\/app\/uploads\/2023\/06\/LNG-bunkering-NYK-Line-300x224.png 300w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/LNG-bunkering-NYK-Line-150x112.png 150w, https:\/\/media.alj.com\/app\/uploads\/2023\/06\/LNG-bunkering-NYK-Line.png 496w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-108261\" class=\"wp-caption-text\">En 2020, le navire de soutage (LBV) Kaguya a fourni du GNL \u00e0 un transporteur d\u2019automobiles et de camions (PCTC) de NYK ; c\u2019est la premi\u00e8re fois au Japon que du GNL est remis \u00e0 un navire par le biais d\u2019un soutage de navire \u00e0 navire. Cr\u00e9dit photo \u00a9 NYK Line<\/figcaption><\/figure>\n<p>Une grande partie de la recherche sur la r\u00e9duction des \u00e9missions de carbone est ax\u00e9e sur les carburants alternatifs, en particulier les biocarburants. Jusqu\u2019\u00e0 pr\u00e9sent, les progr\u00e8s sont mitig\u00e9s. Le syst\u00e8me de collecte de donn\u00e9es de l\u2019OMI r\u00e9v\u00e8le que pour\u00a02020, 99,91\u00a0% des combustibles marins utilis\u00e9s sont des combustibles conventionnels \u00e0 base de carbone.<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a> N\u00e9anmoins, les biocarburants sont des alternatives \u00e0 moyen et long terme au potentiel \u00e9norme, car ils permettent de remplacer le carburant conventionnel sans modifications substantielles des moteurs, r\u00e9servoirs de carburant, pompes ou syst\u00e8mes d\u2019alimentation.<\/p>\n<p>Par exemple, le biom\u00e9thanol et le bio-GNL (gaz naturel liqu\u00e9fi\u00e9) ont les m\u00eames propri\u00e9t\u00e9s que le m\u00e9thanol et le GNL, qui sont utilis\u00e9s depuis des ann\u00e9es, tandis que les carburants diesel, comme l\u2019huile v\u00e9g\u00e9tale hydrotrait\u00e9e (HVO) et les esters m\u00e9thyliques d\u2019acides gras (EMAG) ont d\u00e9j\u00e0 \u00e9t\u00e9 test\u00e9s principalement dans des m\u00e9langes avec des carburants conventionnels. La plupart des marques de camions europ\u00e9ens, par exemple, disposent de moteurs fonctionnant au HVO, et les transporteurs commerciaux commencent d\u00e9j\u00e0 \u00e0 l\u2019utiliser.<\/p>\n<p>Les avanc\u00e9es technologiques sont peut-\u00eatre \u00e0 l\u2019origine des possibilit\u00e9s les plus int\u00e9ressantes dans le domaine du transport maritime durable.<\/p>\n<p>La recherche de formes de propulsion sans carbone a m\u00eame ramen\u00e9 certaines soci\u00e9t\u00e9s \u00e0 reconsid\u00e9rer l\u2019\u00e9nergie \u00e9olienne et les voiles. Dans les ann\u00e9es\u00a01980, plusieurs navires ont \u00e9t\u00e9 \u00e9quip\u00e9s de voiles rigides afin de r\u00e9duire la consommation de carburant, en raison des prix \u00e9lev\u00e9s du p\u00e9trole. Cela permettrait des \u00e9conomies de l\u2019ordre de\u00a010 \u00e0 30\u00a0%<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a>.
