Et comme la plupart des projets sont con\u00e7us pour durer plusieurs d\u00e9cennies, voire m\u00eame plus de 100\u00a0ans dans certains cas, lors de la planification de ces projets, il est essentiel de prendre en compte \u00e0 plus long terme l\u2019environnement dans lequel ils seront op\u00e9rationnels. L\u2019incertitude des pr\u00e9visions relatives aux changements climatiques pose toutefois un d\u00e9fi \u00e0 la planification des infrastructures en ce qui concerne l\u2019adaptation aux changements climatiques.<\/p>\n<p>La nature inconnue et l\u2019impact du changement climatique sur les pr\u00e9visions r\u00e9gionales de temp\u00e9ratures et de pr\u00e9cipitations signifient qu\u2019il y a maintenant plus d\u2019incertitude que jamais quant aux pr\u00e9visions m\u00e9t\u00e9orologiques \u00e0 long terme. Se pr\u00e9parer au changement climatique en ajoutant de nouvelles capacit\u00e9s comporte donc un risque \u00e9lev\u00e9 de sur-construction co\u00fbteuse dans les zones o\u00f9 les ressources sont rares. Alors, comment pouvez-vous planifier un grand projet d\u2019infrastructure pour une dur\u00e9e de 50 ans, tout en limitant au minimum le risque de construction excessive\u00a0?<\/p>\n<p>Dr\u00a0Fletcher a tent\u00e9 de trouver une solution \u00e0 ce probl\u00e8me en concevant un nouveau cadre de planification lors d\u2019un premier projet \u00e0 Mombasa, deuxi\u00e8me plus grande ville du Kenya, en vue de la construction potentielle d\u2019un nouveau barrage.<\/p>\n<blockquote>\n<p><em>\u00ab\u00a0La planification des ressources en eau n\u00e9cessite une prise de d\u00e9cision sur le d\u00e9veloppement des infrastructures en se basant sur des conditions climatiques r\u00e9gionales futures incertaines. Cependant, l\u2019incertitude des pr\u00e9visions relatives aux changements climatiques \u00e9voluera tout au long de la vie d\u2019un barrage, d\u2019environ 100\u00a0ans, \u00e0 mesure que de nouvelles observations climatiques seront disponibles<\/em><a href=\"#_ftn2\" name=\"_ftnref2\"><em><strong>[2]<\/strong><\/em><\/a><em>.\u00a0\u00bb<\/em><\/p>\n<\/blockquote>\n<p>Mombasa est confront\u00e9e \u00e0 de graves probl\u00e8mes de s\u00e9curit\u00e9 et de p\u00e9nurie d\u2019eau. D\u2019ici 2035, la demande en eau de la ville devrait doubler pour atteindre 300\u00a0000\u00a0m<sup>3<\/sup> par jour<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a>. Une grande partie de l\u2019eau actuelle de Mombasa provient des pr\u00e9cipitations, principalement des pluies. Toutefois, les pr\u00e9visions quant \u00e0 la quantit\u00e9 de pr\u00e9cipitations qui pourrait se former \u00e0 l\u2019avenir varient consid\u00e9rablement. On ne sait m\u00eame pas si les pr\u00e9cipitations augmenteront ou diminueront si, comme pr\u00e9vu, la r\u00e9gion se r\u00e9chauffe dans les ann\u00e9es \u00e0 venir.<\/p>\n<p>Dans ces circonstances, planifier la construction la plus rentable d\u2019un barrage et d\u2019un r\u00e9seau de r\u00e9servoirs devient une \u00e9nigme complexe. La ville devrait-elle construire un grand barrage co\u00fbteux pour l\u2019aider \u00e0 s\u2019en sortir si le climat futur voit une chute des pr\u00e9cipitations\u00a0? Devrait-il construire un petit barrage moins co\u00fbteux, capable de faire face aux circonstances actuelles, mais qui pourrait ne pas \u00eatre adapt\u00e9 si le climat change consid\u00e9rablement\u00a0? Ou est-il plus efficace de construire de petites structures en un premier temps, avec la possibilit\u00e9 d\u2019ajouter \u00e0 la construction d\u2019autres modules par la suite, malgr\u00e9 l\u2019importante planification initiale et les investissements suppl\u00e9mentaires que cette approche n\u00e9cessite\u00a0?<\/p>\n<p><strong>Apporter une nouvelle vision des choses<\/strong><\/p>\n<p>Le mod\u00e8le de planification d\u00e9velopp\u00e9 par Dr\u00a0Fletcher et son \u00e9quipe \u00e9value toutes les \u00e9ventualit\u00e9s en comparant \u00ab\u00a0les d\u00e9penses probables sur la dur\u00e9e de vie d\u2019une m\u00e9thode flexible avec celles de deux options statiques irr\u00e9versibles pour le barrage propos\u00e9 \u00e0 Mombasa.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a>\u00a0\u00bb<\/p>\n<p>Dr\u00a0Fletcher dit\u00a0: \u00ab\u00a0<em>Nous avons constat\u00e9 que l\u2019option adaptative flexible, qui permet d\u2019augmenter progressivement la hauteur du barrage, r\u00e9duit consid\u00e9rablement le risque d\u2019infrastructures excessives dont vous n\u2019avez pas besoin, et maintient un niveau de fiabilit\u00e9 d\u2019approvisionnement en eau similaire \u00e0 celui d\u2019un barrage plus grand d\u00e8s le d\u00e9part<\/em><a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>.\u00a0\u00bb<\/p>\n<p>Le nouveau mod\u00e8le, esp\u00e8re Dr\u00a0Fletcher, a le potentiel pour \u00eatre utilis\u00e9 dans divers contextes afin d\u2019\u00e9valuer la n\u00e9cessit\u00e9 d\u2019approches flexibles pour la planification des infrastructures hydrauliques.<\/p>\n<p>On s\u2019attend \u00e0 ce que les urbanistes du monde entier tirent parti des constatations de Dr\u00a0Fletcher. Pourtant, il ne s\u2019agit pas de loin de la premi\u00e8re avanc\u00e9e significative r\u00e9alis\u00e9e par les chercheurs associ\u00e9s \u00e0 J-WAFS.<\/p>\n<p>Depuis sa cr\u00e9ation en\u00a02014, J-WAFS a financ\u00e9 une s\u00e9rie de projets susceptibles de transformer l\u2019avenir de l\u2019approvisionnement en eau et en nourriture dans le monde. Ces projets vont des filtres \u00e0 eau abordables utilisant des <a href=\"https:\/\/alj.com\/en\/openingdoors\/article\/j-wafs-in-action-providing-safe-drinking-water-through-wood\/\">xyl\u00e8mes d\u2019aubier<\/a>, \u00e0 la recherche portant sur des questions d\u2019actualit\u00e9 concernant l\u2019\u00e9volutivit\u00e9 et l\u2019efficacit\u00e9 des proc\u00e9d\u00e9s innovants de dessalage de l\u2019eau.<\/p>\n<p><strong>Transformer Mombasa et au-del\u00e0<\/strong><\/p>\n<p>Les recherches du Dr\u00a0Fletcher \u00e0 Mombasa pourraient permettre d\u2019\u00e9conomiser beaucoup de temps, d\u2019efforts et de ressources en identifiant l\u2019option la plus efficace pour le barrage.<\/p>\n<p>Elles interviennent \u00e0 un moment o\u00f9 les autorit\u00e9s locales mettent de nouveau l\u2019accent sur l\u2019approvisionnement en eau.
