Ancak d\u00fcnya \u00e7ap\u0131nda deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na y\u00f6nelik talebin artmas\u0131, denizcilik emisyonlar\u0131n\u0131n son y\u0131llarda di\u011fer sekt\u00f6rlerin \u00e7o\u011fundan daha fazla artt\u0131\u011f\u0131 anlam\u0131na geliyor. Ticari \u00fcr\u00fcnlere y\u00f6nelik k\u00fcresel talep artt\u0131k\u00e7a deniz yoluyla nakliyat hacimlerinin, i\u00e7inde bulundu\u011fumuz y\u00fczy\u0131l\u0131n ortas\u0131na kadar her y\u0131l ortalama %1,3 artmas\u0131 bekleniyor. Geli\u015fen teknoloji sayesinde gemi motorlar\u0131 enerji a\u00e7\u0131s\u0131ndan daha verimli hale geldi ve i\u015fletim uygulamalar\u0131ndaki de\u011fi\u015fiklikler emisyonlar\u0131 azaltt\u0131. \u00d6rne\u011fin yak\u0131t t\u00fcketimini azaltmak i\u00e7in kas\u0131tl\u0131 olarak yava\u015flama uygulamas\u0131 olan \u201cyava\u015f buharlama\u201d sayesinde 2008-2012 y\u0131llar\u0131 aras\u0131nda ton mil ba\u015f\u0131na emisyon yo\u011funlu\u011fu %13 azalt\u0131ld\u0131.<\/p>\n<p>Ancak deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcn\u00fcn k\u00fcresel \u00f6l\u00e7e\u011fi g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda ben, s\u00fcrd\u00fcr\u00fclebilirlik konusunda anlaml\u0131 iyile\u015ftirmeler sa\u011flamak i\u00e7in d\u00fczenlemelerin hayati \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131na inan\u0131yorum. IMO, \u201cGemilerden Kaynaklanan Kirlili\u011fin \u00d6nlenmesine \u0130li\u015fkin Uluslararas\u0131 S\u00f6zle\u015fme\u201d (International Convention for the Prevention of Pollution from Ships &#8211; <a href=\"https:\/\/www.imo.org\/en\/KnowledgeCentre\/ConferencesMeetings\/pages\/Marpol.aspx\">MARPOL<\/a>) adl\u0131 kritik bir anla\u015fma haz\u0131rlad\u0131<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> ve bu, deniz ta\u015f\u0131tlar\u0131ndan kaynaklanan kirlili\u011fin \u00f6nlenmesine y\u00f6nelik temel bir s\u00f6zle\u015fme.<\/p>\n<p>S\u00f6zle\u015fmenin en son eki olan Ek VI, gemilerden kaynaklanan hava kirlili\u011fini azaltmaya odaklan\u0131yor. 2021 y\u0131l\u0131nda akaryak\u0131ttaki maksimum k\u00fck\u00fcrt i\u00e7eri\u011fi %0,5\u2019e d\u00fc\u015f\u00fcr\u00fcld\u00fc. Bu, gemiler taraf\u0131ndan y\u0131ll\u0131k olarak ta\u015f\u0131nan t\u00fcm kargolarla neredeyse ayn\u0131 a\u011f\u0131rl\u0131kta. \u0130\u00e7eri\u011finde a\u011f\u0131r metaller bulunabilen scrubber y\u0131kama suyunun toksinleri, deniz g\u0131da zincirlerinde birikebilir ve \u00e7evre \u00fczerinde uzun s\u00fcreli etkilere sahip olabilir.<\/p>\n<h2>Avrupa harekete ge\u00e7iyor<\/h2>\n<p>IMO, k\u00fcresel deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 temizlemeyi ama\u00e7layan tek organizasyon de\u011fil. Avrupa Birli\u011fi (AB), s\u00fcrd\u00fcr\u00fclebilir deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 te\u015fvik eden itici bir g\u00fc\u00e7 olarak kabul ediliyor ve emisyonlarla ba\u015fa \u00e7\u0131kmak i\u00e7in daha agresif \u00f6nlemleri te\u015fvik etmeyi planl\u0131yor<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a>. 2015 y\u0131l\u0131nda AB, herhangi bir AB liman\u0131na 5.000\u2019den fazla br\u00fct tonaj y\u00fckle gelen gemilerin CO<sub>2<\/sub> emisyonlar\u0131 hakk\u0131nda veri toplamak i\u00e7in yeni bir y\u00f6netmelik (Regulation (EU) 2015\/757) benimsedi. AB MRV olarak adland\u0131r\u0131lan y\u00f6netmelik, IMO Veri Toplama Sistemi ile paralel olarak \u00e7al\u0131\u015f\u0131yor. Yani deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 \u015firketlerinin uymas\u0131 gereken iki veri raporlama sistemi var.<\/p>\n<p>2020 y\u0131l\u0131nda AB Parlamentosu, AB MRV\u2019yi revize etme ve etkilenen gemileri AB Emisyon Ticaret Sistemi\u2019ne (EU Emissions Trading System &#8211; ETS) ekleme teklifi lehine oy verdi<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a>. Bu hamlenin amac\u0131, 2030 y\u0131l\u0131na kadar deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n CO<sub>2<\/sub> emisyonunda %40\u2019l\u0131k bir azalma sa\u011flamak. Avrupa Parlamentosu \u00dcyeleri ayr\u0131ca alternatif yak\u0131t ve ye\u015fil limanlar gibi yenilik\u00e7i teknoloji ve altyap\u0131lara yat\u0131r\u0131m\u0131 desteklemek i\u00e7in bir \u201cOkyanus Fonu\u201d olu\u015fturulmas\u0131 talebinde bulundu. Fon, gelirlerinin %20\u2019sini k\u00fcresel \u0131s\u0131nmadan etkilenen deniz ekosistemlerinin korunmas\u0131na, geri kazan\u0131lmas\u0131na ve verimli bir \u015fekilde y\u00f6netilmesine tahsis edecek.
