U\u00e7aklar atmosferdeki \u00e7e\u015fitli gazlar\u0131n ve kirleticilerin konsantrasyonunu de\u011fi\u015ftirerek k\u0131sa ve uzun s\u00fcreli ozon seviyelerini etkiler, metan\u0131 azalt\u0131r ve su buhar\u0131, kurum, s\u00fclf\u00fcr aerosolleri ve u\u00e7ak izi (yo\u011fu\u015fma izleri) \u00fcretir. Kurulunda 2050 y\u0131l\u0131na kadar net s\u0131f\u0131r CO<sub>2<\/sub> emisyonuna ula\u015fmay\u0131 taahh\u00fct etti.<\/p>\n<p>Bu ad\u0131m\u0131n ard\u0131ndan, uzman BM kurulu\u015fu olan ICAO\u2019nun \u00e7\u0131\u011f\u0131r a\u00e7an bir \u00e7al\u0131\u015fma olarak Uluslararas\u0131 Havac\u0131l\u0131k i\u00e7in Karbon Dengeleme ve Azaltma Plan\u0131 (<a href=\"https:\/\/www.icao.int\/corsia\">CORSIA<\/a>)<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> 2016 y\u0131l\u0131nda uygulamaya ge\u00e7ti. Buna g\u00f6re, bir hava yolu \u015firketi referans de\u011ferleri a\u015fan emisyonlar\u0131n\u0131 telafi etmek i\u00e7in toplam sekt\u00f6r emisyonlar\u0131ndan pay\u0131na g\u00f6re karbon kredisi sat\u0131n almak zorundad\u0131r.<\/p>\n<p>2023\u2019\u00fcn sonuna kadar devam eden pilot a\u015famada referans de\u011fer 2019\u2019daki<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a> end\u00fcstri emisyonlar\u0131d\u0131r ve ard\u0131ndan 2024\u2019ten itibaren referans de\u011ferler 2019&#8217;daki emisyonlar\u0131n %85\u2019ine d\u00fc\u015f\u00fcr\u00fclecektir. Ele\u015ftirmenler, bu hava yolu \u015firketlerinin ABD\u2019de b\u00fcy\u00fck oranda s\u00fcbvanse edilen ve at\u0131k pi\u015firme ya\u011f\u0131ndan az miktarda \u00fcretilen s\u00fcrd\u00fcr\u00fclebilir havac\u0131l\u0131k yak\u0131t\u0131 (SAF) kullanarak karbon kredisi almaktan ka\u00e7\u0131nabilece\u011fini belirtti.<\/p>\n<p>Ama bu ele\u015ftirmenler \u00f6nemli bir noktay\u0131 ka\u00e7\u0131r\u0131yor: CORSIA, tek bir end\u00fcstri sekt\u00f6r\u00fc olarak iklim de\u011fi\u015fikli\u011fi alan\u0131nda k\u00fcresel pazar tabanl\u0131 bir tedbiri ilk kez kabul eden kurulu\u015f oldu.<\/p>\n<h2>S\u0131k\u0131la\u015fan yasal d\u00fczenlemeler<\/h2>\n<p>K\u00fcresel d\u00fczeyde ilerlemeyi takdir etmek, \u00fclkelerin ve derneklerin yapabilece\u011fi bireysel katk\u0131y\u0131 g\u00f6z ard\u0131 etmek anlam\u0131na gelmemelidir. \u00d6rne\u011fin Avrupa Birli\u011fi (AB), 2022 y\u0131l\u0131nda havac\u0131l\u0131k sekt\u00f6r\u00fcn\u00fc Emisyon Ticareti Program\u0131na (<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets_en\">ETS<\/a>) dahil etti. Hava yolu \u015firketlerinin karbon emisyonlar\u0131 i\u00e7in \u00f6deme yapmaktan ka\u00e7\u0131nmas\u0131n\u0131 sa\u011flayan \u00fccretsiz \u00f6denekler, Avrupa Komisyonu&#8217;nun orijinal teklifinde \u00f6ng\u00f6r\u00fclenden bir y\u0131l \u00f6nce 2026 y\u0131l\u0131na kadar a\u015famal\u0131 olarak kald\u0131r\u0131lacakt\u0131r. 2024 i\u00e7in \u00fccretsiz tahsislerde %25 ve 2025 i\u00e7in %50 azalma planlanmaktad\u0131r.<\/p>\n<p>CORSIA\u2019n\u0131n ele\u015ftirileri, karbon kredilerinin AB plan\u0131nda CORSIA kapsam\u0131nda verilenlerden \u00e7ok daha pahal\u0131 oldu\u011funu ve CORSIA kapsam\u0131nda ton ba\u015f\u0131na 3 ABD Dolar\u0131 yerine yakla\u015f\u0131k 90 Euro\u2019ya (96 ABD Dolar\u0131) mal oldu\u011funu belirtmektedir. Ancak AB plan\u0131, ticaretle ilgili endi\u015feler nedeniyle s\u0131n\u0131rl\u0131d\u0131r,<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a> CORSIA ise d\u00fcnyan\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 kapsamakta (grafi\u011fe bak\u0131n) ve geni\u015flemektedir. Britanya ve \u0130svi\u00e7re dahildir, ancak blo\u011fun d\u0131\u015f\u0131ndaki di\u011fer \u00fclkelere yap\u0131lan u\u00e7u\u015flar muaf tutulacakt\u0131r. T\u00fcm bu farkl\u0131 unsurlar aras\u0131nda tutarl\u0131 bir anla\u015fma olmadan, karbonsuzla\u015ft\u0131rma \u00f6nemli \u00f6l\u00e7\u00fcde daha zorlay\u0131c\u0131 olacakt\u0131r; havac\u0131l\u0131k end\u00fcstrisi ve bireysel akt\u00f6rler ancak ger\u00e7ek bir i\u015fbirli\u011fi m\u00fcmk\u00fcn oldu\u011funda ger\u00e7ek bir fark yaratmak i\u00e7in \u00f6l\u00e7e\u011fin ve sinerjinin avantajlar\u0131ndan faydalanabilir.<\/p>\n<p>Bu alandaki emareler cesaret vericidir. Son birka\u00e7 on y\u0131lda g\u00f6zlemlenen havac\u0131l\u0131k emisyonlar\u0131ndaki yava\u015f b\u00fcy\u00fcme, havac\u0131l\u0131\u011f\u0131n verimlili\u011findeki \u00f6nemli geli\u015fmelere i\u015faret ediyor. Esas\u0131nda havac\u0131l\u0131k sekt\u00f6r\u00fcnde verimlili\u011fin bir \u00f6l\u00e7\u00fcs\u00fc olan ve 2018 y\u0131l\u0131nda yakla\u015f\u0131k 125 grama d\u00fc\u015fen kilometre ba\u015f\u0131na sal\u0131nan CO<sub>2 <\/sub>miktar\u0131, 1950 y\u0131l\u0131nda yirmi kat ve 1960 y\u0131l\u0131nda on bir kat daha fazlayd\u0131.<\/p>\n<p>Ge\u00e7en yar\u0131m y\u00fczy\u0131l boyunca verimlilikteki at\u0131l\u0131mlar, u\u00e7aklardaki teknoloji ve tasar\u0131m geli\u015ftirmelerine, u\u00e7u\u015f ba\u015f\u0131na daha fazla yolcu ta\u015f\u0131yan daha b\u00fcy\u00fck u\u00e7ak boyutlar\u0131na ve sunulan koltuk kilometresi (ASK) y\u00fczdesi olan artan \u201cyolcu y\u00fck fakt\u00f6rlerine\u201d ba\u011fl\u0131d\u0131r. Daha basit bir ifadeyle, bug\u00fcnk\u00fc u\u00e7u\u015flar eskisine k\u0131yasla daha \u00e7ok insan ta\u015f\u0131yor.<\/p>\n<p>&nbsp;<\/p>\n<h2>Emisyon hedefleri<\/h2>\n<p>Havac\u0131l\u0131k de\u011fer zincirindeki bir\u00e7ok \u015firket, \u00e7e\u015fitli \u00e7evresel hedefler i\u00e7in s\u00f6z verdi. Bunlar, taahh\u00fctlerden emisyon azaltma hedeflerine<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> ve s\u00fcrd\u00fcr\u00fclebilir havac\u0131l\u0131k yak\u0131tlar\u0131n\u0131n (SAF) benimsenmesine ve s\u00fcrd\u00fcr\u00fclebilirlik odakl\u0131 koalisyonlara \u00fcyeli\u011fe kadar uzan\u0131r.<\/p>\n<p>\u00d6nemli bir \u00f6rnek, havac\u0131l\u0131k end\u00fcstrisinin \u00e7evresel hedeflerini Paris Anla\u015fmas\u0131n\u0131n net s\u0131f\u0131r hedefleriyle uyumlu tutmada kritik bir role sahip olan Bilime Dayal\u0131 Hedefler giri\u015fimidir (<a href=\"https:\/\/sciencebasedtargets.org\/\">SBTi<\/a>).<\/p>\n<p>SBTi, d\u00f6rt etkili sivil toplum kurulu\u015funu i\u00e7eren ortak bir \u00e7abad\u0131r: Karbon Saydaml\u0131k Projesi (<a href=\"https:\/\/www.cdp.net\/en\">CDP<\/a>), <a href=\"https:\/\/unglobalcompact.org\/\">Birle\u015fmi\u015f Milletler K\u00fcresel \u0130lkeler S\u00f6zle\u015fmesi<\/a>, D\u00fcnya Kaynaklar\u0131 Enstit\u00fcs\u00fc (<a href=\"https:\/\/www.wri.org\/\">WRI<\/a>) ve D\u00fcnya Do\u011fa Vah\u015fi Ya\u015fam Fonu (<a href=\"https:\/\/www.worldwildlife.org\/\">WWF<\/a>).<\/p>\n<p>Misyonu, 2050 y\u0131l\u0131na kadar net s\u0131f\u0131r emisyona ula\u015fmak i\u00e7in kurumsal emisyon azaltma hedeflerini bilimsel mutabakatla uyumlu hale getirmektir.
